Mystery PSA Meeting CANCELED with County Supervisors

(EDITOR’S NOTE: This meeting was canceled due to weather and has not been rescheduled.)

CAPE CHARLES WAVE

March 3, 2014

When Northampton’s Public Service Authority meets today (Monday) at 7 p.m., the entire County Board of Supervisors will be in attendance.  But what they intend to talk about is unknown: the sole agenda item is “Conduct joint meeting with the Northampton County Board of Supervisors.”

The joint meeting had been scheduled for February 18, only three weeks after County Supervisors voted unanimously to stop PSA funding so long as Bob Panek served as PSA chairman. Panek resigned his chairmanship the next day, announcing at the same time that he would not be able to attend the next two meetings. The February 18 meeting subsequently was canceled at short notice. Panek is expected to attend tonight’s meeting, which is in the Board Chambers on Courthouse Road in Eastville.

The meeting is open to the public, who may address the members. [Read more…]

Opponents Campaign Against County Zoning Proposals

CAPE CHARLES WAVE

March 3, 2014

EDITOR’S NOTE: Northampton County is proposing a new Zoning Code. The 125 page document, plus maps, contains changes in land use and development, increased residential densities and decreased setbacks, and adds commercial and other uses in residential neighborhoods with no notice or Public Hearing. Opponents to the changes have developed the following paper:

1—If you live in a Town you may never have received a notice of these changes:

  • Town-edge  Districts eliminated  (removed)
  • Agricultural Districts (adjacent)- reduced setbacks for poultry houses-manure storage, industrial uses— rezoning permitted to commercial and multi-family units (p. 10, 11,38) [Read more…]

EXTRA: Town Requesting $320,000 Grant for South Port

CAPE CHARLES WAVE

February 28, 2014

Cape Charles Town Council is holding a special meeting at 5:30 p.m. (Friday) at short notice in order to file a $320,250 grant application for South Port Investors, developers of the yacht center next to the Coast Guard station.

The urgency is because South Port only learned Wednesday evening that Northampton County would not sponsor them. Instead, the grant application needs to be made by the Town of Cape Charles. The application deadline is tomorrow, March 1.

The “Aid to Local Ports” application lays out $427,000 to be spent on the dock and site of Cape Charles Yacht Center. South Port is required to pay 25 percent of that cost and hopes to see the rest funded by the Virginia Port Authority.

The scope of work includes:

— Site prep: 100 feet of steel sheet piling at the ship offloading site at a cost of $160,000.

— Dock/attenuator: A 235-foot floating dock/wave attenuator would extend off the existing dock into the harbor and be a structural component of the ship slip. South Port Chief Financial Officer Dan Brown noted in the application that the dock/attenuator would also help protect the town’s boat ramp and gas dock from wind and wave action.

— Lot stabilization: An offloading apron and access area would be built, requiring “extensive excavating, grading, stone, and concrete work.”

The meeting at Town Hall provides for public comments. CLICK HERE for more details on the application.

Mayor Dora Sullivan
Town of Cape Charles

Cape Charles, Virginia 23310

Dear Mayor Sullivan,

On August 19, 2013 I sent a letter on behalf of the Business Association relative to the proposed PSA line from Route 13 to the Cape Charles wastewater treatment plant.  This letter requested that the project be put on hold until certain significant questions had been answered.  Subsequently the Town Board met in a work session on September 25, 2013 to discuss these questions.  Specifically, the main topics of discussion were the August 19 letter itself and a financial analysis of the proposal to address specifically one of the issues the letter raised.  At that time it became clear that there was still work to be done and the Board wisely decided to require further analysis.  My original letter is attached for your convenience. Historic Review Board Agrees: No Chimney Needed

By DORIE SOUTHERN
Cape Charles Wave

February 24, 2014

Reversing its earlier decision, the Historic District Review Board voted unanimously February 18 to allow removal of a chimney at 621 Jefferson Avenue without requiring replacement with a fake chimney. In reviewing the earlier decision, Board member Joe Ferher said, “In retrospect we could have had more complete information. Other houses on the street have had the chimney removed. A non-functioning chimney is a liability sticking out of a roof.” [Read more…]
