Planning Commission Bypasses Public Hearing Requirement

The Cape Charles Planning Commission voted February 5 to send a letter to Town Council requesting concurrence with a plan to amend the Town’s zoning ordinance.
The amendment would establish limits on residential occupancy in the Harbor District.
The Planning Commission recommends using the Floor Area Ratio (FAR) to calculate housing density in the Harbor District.
Under Town regulations, public hearings are required to be held before either the Planning Commission can recommend or Town Council can approve a change to a zoning ordinance.
Since no public hearings have been scheduled, the Planning Commission vote occurred without opportunity for any public input.
Town Council consideration of the proposed zoning amendment would also occur before a public hearing is held.
After Town Council has given its concurrence with the proposed changes, the Planning Commission intends to hold a public hearing on the changes, followed by a public hearing by Town Council.
OTHER PLANNING COMMISSION BUSINESS
Town Planner Tom Bonadeo reported that the town manager is consulting with the town attorney regarding limiting appeals of rulings by the Historic District Review Board.
Under the current Town ordinance, any decision of the Review Board may be appealed, first to Town Council, and then to the Circuit Court.
Town staff appear interested in changing the ordinance such that only denials, not approvals, by the Review Board may be appealed. [Read more…]

Has the “Music Man” come to Cape Charles?
It might seem so, with the sudden formation not only of a choral group but also a band.
The vocal chorale group is being organized by Arts Enter, the fine and performing art center.
Men and women who love to sing, as well as young adults who are just starting to appreciate the world of music, are invited to participate.
The first meeting of the choral group is 6 p.m. Tuesday, February 12, at the Historic Palace Theatre.
The choral group will be directed by Shirley Christian, a voice professor and accomplished vocal performer who has retired to the Eastern Shore.
Meanwhile, here is what’s happening with the new Cape Charles Band:
The band has grown to 20 musicians, with organizers working to arrange rehearsal space, obtain sheet music, and locate equipment.
Organizers report that the first band meeting/rehearsal will be “very soon,” with an announcement coming later this week.
To date, players include trumpets, clarinets, saxophone, flutes, trombone, percussion, and tuba.
The band needs other woodwinds — oboe, bassoon, piccolo, and bass clarinet — as well as brass instruments including baritone, euphonium, etc. [Read more…]

Another Saturday night, and Cape Charles will be rolling up the sidewalks at 5 p.m.
NOT!
Amazingly, on Saturday, February 9, there are — not none, not one, but TWO shows on Mason Avenue.
Unfortunately, both events begin at 7 p.m., so night trippers will have to choose one over the other.
At the Palace Theatre, “I Played the Palace” is billed as a lighthearted, non-competitive show of talent as local singers, actors, dancers or poets perform on the stage.
The event is free. Hot paninis, soda, snacks, beer, and wine will be available for sale before, during and after the performances.
All are welcome to perform or watch from the red velvet seats in the auditorium.
There are 10 slots of 15 minutes each available for the performers. The microphone will be provided and performers are responsible for their own props, music and costumes.
Entertainers must register by February 7 at Arts Enter for this first-time “I Played the Palace” night.
Melinda McPeek and Wayne Creed will MC the evening, assisted by sound technician Brent Carpenter.
“We are excited about giving performers the opportunity to showcase their talent on a live stage in the beautiful art deco theatre complete with state of the art light and sound,” said Arts Enter Director Clelia Sheppard.
“Hopefully this will the first night of many more where there is no admission and no competition,” she added. “It will be a fun night for all.”

TUESDAY 2/5: Planning Commission to Consider Limiting Historic District Review Board Appeals
Cape Charles Planning Commission will hold its regular monthly meeting 6 p.m. Tuesday, February 5, at Town Hall, 2 Plum Street.
Town staff will present a proposal to the Planning Commission to modify the zoning ordinance to limit the appeal rights of Historic District Review Board decisions to persons who have been denied a request. [Read more…]
Group Asks: What’s Your Opinion of Local Schools?

An anonymous, self-described “local community group” has launched an online survey “to explore perceptions of the local school options.”
According to emails circulating among parents and others interested in Eastern Shore schools, the data collected in the survey will be used to “analyze the perceptions of our local schools by staff, parents, and community members.”
The group stresses that the survey is not being conducted by any local school system.
“We want to gather the honest perceptions of anyone with a stake in education on the Eastern Shore,” the email states.
The survey is not confined to public schools, but extends to private schools including Broadwater Academy, Cape Charles Christian School, and Shore Christian Academy.
The survey also asks questions of parents who are home-schooling their children. [Read more…]
Jeanette ‘Nettie’ Fitchett Spady, 83; Matriarch Served Many

Jeanette Fitchett Spady, better known as “Nettie”, 83, passed away Friday, February 1, surrounded by her family members and loved ones at her daughter’s home in Machipongo.
The funeral will be 2 p.m. Monday, February 4, at Doughty Funeral Home in Exmore with the Rev. Russell Goodrich and the Rev. Jack D. Pruitt officiating.
Interment will follow in Johnson’s United Methodist Church Cemetery.
Family will join friends at Doughty Funeral Home Sunday from 7-8:30 p.m.
